The Ministry of Territory and Sustainability. Government of Catalonia (Departament de Territori i Sostenibilitat. Generalitat de Catalunya) is responsible for promoting and approving regional planning instruments (regional and sectoral plans) and promoting urban planning. The effort on roads focus on both planning and execution. This involves boosting new trunk roads, developing conditioning programmes, by-passes and widening existing trunk roads. It also promotes preventive action, inspection, road safety and conservation programmes and act on accident black spots in the existing road network.
The Ministry is also the responsible on natural heritage. In this case, in planning and regulation of the natural environment and biodiversity through the design and application of special natural environment and landscape protection plans and recovery and conservation programmes for threatened and vulnerable species.
